This decision was taken in an emergency meeting convened by Chief Secretary with Secretary Health & FW, Director of Health Services, Director Medical Education, State Surveillance Officer (IDSP) and Epidemiologist, Arunachal State Hospital today.
Informing that there has been no case of swine flu in Arunachal Pradesh till date, Dr. L. Jampa, State Surveillance Officer, advised people to take all precautionary measures to avoid the disease. Dr. Jampa informed that the Health Department is fully ready to fight the disease in case of any reports of swine flu case.
DM bans sell of smoking items
ITANAGAR, Feb 24: The District Magistrate DM), Itanagar Capital Complex under Section 133 CrPC has banned sell of cigarettes, bidis and other smoking items and asked the shopkeepers to remove these items from their shops within a month failing which the violators would be penalized as per law.
The DM has also banned smoking at all public places and anybody found smoking in those prohibited areas would be prosecuted as per law.

Order for removal of illegal structures
Ziro, Feb 24: Orders have been issued by the District Magistrate, Lower Subansiri for the removal of illegal structures like compound walls, garages, fencing etc falling in the ROW of the road for the improvement and widening of roads in the Ziro Hapoli township area.
Notices were served to all illegal occupants and announcements were made through public addressing system. Eviction was also carried out by EAC Mokar Riba at Gurudawra colony earlier in December. In spite of these notices many have not yet removed the illegal structures forcing the district Administration to carry out final eviction from 2nd of March, 2015 onwards. DIPRO
CYO calls for action against DC and DFO
ITANAGAR, Feb 24: The Capital Youth Organization (CYO) has written to Chief Secretary and lodged complaint against DC capital and DFO. The organization claimed that duo did not initiate any action against person selling wild meat illegally inside the food stalls in the recently concluded Arunachal Festival. They appealed Chief Secretary to take strong action against DC and DFO for their negligence of duty.
FLCC camp at Tuting
ITANAGAR, Feb 24: The first Financial Literacy Counseling Camp (FLCC) for opening bank account under Pradhan Mantri Jan Dhan Yojana (PMJDY) in Upper Siang District was recently flagged off at Tuting. The camp is being organized in Upper Siang district by Young Mission Adventure Club (YMAC) an Itanagar based NGO in collaboration with Arunachal Pradesh State Apex Bank Ltd. and Sponsored by NABARD.
Tuting block Apex Bank Branch Manager, Misa Tedo, Neyang Tondrang ASM Chairperson, Guddu Prasad associate member of YMAC and Jummo Potom, Project Coordinator YMAC were the resource persons. They imparted financial awareness and taught people about importance of opening Bank Account under PMJDY. Students made aware of consumers rights and responsibilities
ITANAGAR, Feb 24: The students were made aware of their consumer rights during an awareness campaign organized at Govt. Middle school Bosso Colony, Seppa, East Kameng district under the initiative of Department of Legal Metrology and Consumer Affairs today.
Addressing the students on the occasion, Assistant Controller of Legal Metrology and Consumer Affairs, Seppa Tasso Gurro said that the programme aimed at making the students aware of their rights and responsibilities as enshrined in the Consumer Protection Act.
Circle Officer Takam Nicolas stressed the need of involving students in spreading consumer awareness among people living in rural areas. He distributed prizes to winners of essay, drawing and quiz competition among the students of the school organized as part of the camp.
Headmaster of the school Rasso Hissang assured to educate the students on consumers rights and consumer related topics during school periods.
One of the teachers of the school Nisha Hissang suggested for organizing such awareness camps at village level and erection, display of banners and posters and distribution of pamphlets of consumer awareness.
Extortionist arrested
NAHARLAGUN, Feb 24: Absconding extortionist Tagyung Yangfo, a native of Seppa, East Kameng district, was arrested by state police from a bakery at Naharlagun yesterday.

Tagyung is a habitual offender who was previously arrested in many extortion cases at Seppa, Naharlagun and Guwahati.
He also has the history of his connections with the NDFB group, for arms smuggling. Besides, several other cases including National Security Act that provide for preventive detention in certain cases and for matters connected therewith, he was also wanted in arms smuggling acts of 223/224 IPC and 384/385/34 IPC at Seppa PS.

ASF demands fresh recruitment
ITANAGAR, Feb 24: Arunachal Students Federation (ASF) alleged violation of recruitment rules in appointments in 20 posts under the Arunachal Pradesh Legislative Assembly. In a letter to the Secretary, Legislative Assembly, the ASF demanded cancellation of the appointments and conduct fresh recruitment as per rule within seven days. It threatened to launch democratic movement if its demand were not met within given time.

BJP district unit raises public grievances
ITANAGAR, Feb 24: The Bharatiya Janata Party(BJP), East Kameng district unit has urged the higher authorities of the Rural Works department to intervene for smooth and proper execution of the road and other development project as per the DPR in the district.
While referring to the grievances of Bodo Development Committee (BDO) under Sawa circle in East Kameng district regarding road construction, the BJP district unit in a representation to the Chief Executive Officer, said that the authorities should stop unnecessary harassment to public instead of directing the executing agency and contractors for proper execution of development projects. It said that the people should be compensated adequately and project be implemented as per DPR.
BJP resented that despite assurance in meetings, the PA holder of M/s Trans Infra Pvt Ltd, Guwahati failed to keep its promise to construct road as per DPR. Moreover, the administration had unnecessarily harassed the public instead of giving justice to them.
Union demands NCC Co Ltd Pasighat to fulfill workers grievances
ITANAGAR, Feb 24: All Arunachal Pradesh Workers' Union (AAPWU), East Siang District Unit in a letter to Project Manager, Nagarjuna Construction Company Pvt. Ltd Pasighat said that the employees of the company are being deprived of the basic amenities and benefits like TA, DA and leave.
The union General Secretary, Kayon Apum said that providing of basic amenities to workers is mandatory as per the provision of the company. But despite this, the higher officials of the company are not even granting leave to its employees who are working for 12 hrs in a day without getting any payment for overtime work.
The union demanded the project manager of the company to look into the workers grievances and reimburse the TA and DA of the workers of the company within 21days and threatened that the Union would launch movement against the company if their demand is not fulfill within the stipulated time.

Vice Chancellor, Prof. Tamo Mibang, who attended the celebration, wished all the students, faculty members and all the guests present on the occasion a very happy Nyokum.
Prof. Tana Showren, HoD, History, while speaking the importance of celebration of the festival in the University, said that Nyokum, like other festivals, provides opportunities to showcase the rich Nyishi cultural heritage.

14 AR provides free medical service
ITANAGAR, Feb 24: Under the provision of DGAR Civic Action Project, a free Medical Camp was conducted at Ranglum Village, Changlang recently by 14 Assam Rifles.
73 patients reported for the camp. Besides providing medicines free of cost, facilities for routine blood tests and dressing were also provided. The Medical camp was conducted at Ranglum because the villagers are unable to avail timely medical treatment due to remoteness and due to financial constrains.
AR distributes study, teaching materials
ITANAGAR, Feb 24: The Assam Rifles under their Civic Action Programmes distributed study and teaching materials for students and teachers of various schools of Soha, Khonsa, Chasa and Wakka villages yesterday.
The items were handed over to the representatives of the schools/villages in a function organized at Khonsa.
The drive aimed at channelizing the youths of Tirap and Longding and their energy for the betterment of the society and nation building besides encouraging them to join in Indian Army, said the AR Commandant. Nyokum at Yazali
ITANAGAR, Feb 24: The Nyokum flag was today unfurled at Yazali town by retired ADC Chukhu Talar. Speaking on the occasion, he exhorted people to preserve the rich culture and tradition. He also requested young generation to protect and carry forward tribal tradition and custom as this would be our last indigenous property that we have inherited from out forefather.
“Important thing is to celebrate Nyokum in a sustainable way as it was in the past. People should avoid commercializing it with mega celebrations and not keeping in the real spirit of Nyokum Yullo,” he added. Further he also appealed to the Christian community to participate in the Nyokum celebration as it is part of the Nyishi community.
Though unknown to many, Talar is one of the first people to organize Nyokum in the year 1967 at Joram village in an organized manner along with Late Tadar Tang. He was assistant secretary while Lt Tang was Secretary of the Joram Nyokum celebration.

ITANAGAR, Feb 24: Labour budget for both IPPE and non IPPE blocks has been approved

The meeting chaired by Chief Minister Nabam Tuki also decided to set up Social Audit Unit for which fund will be borne by the Union Ministry of Rural development.
The Chief Minister assured that fund released under any centrally sponsored schemes (CSS) under MoRD would be released immediately to the department concerned along with matching State Share so that next batch of central share can be lifted in time by the department for implementation of programmes.
Other resolutions adopted in the meeting include appointment of Ombudsman from persons with judicial law/civil service background preferably retired civil servant of age above 65 years, convergence of MGNREGA programmes with other programmes like tree plantation and sanitary latrines, to keep provision for major allocation of fund for agriculture based activities.
Earlier, T Dakpe, Director, Rural Development expressed his displeasure over allocation of fund and fund released by the Ministry of Rural Development and appealed to take up the matter with the Ministry to provide fund as per requirement so that maximum days of wage employment can be provided to the job seekers so as to create sustainable assets in the rural areas.

It’s not every day that a Chief Minister is left squirming in his chair by the guest who he personally invited.
The tormentor was the Prime Minister Narendra Modi who thundered, “pai pai ka hisaab dena hoga” at IG Park, while addressing a massive crowd on the occasion of 29th statehood day celebration 2015. The comment drew huge applause from the packed Park, sending a clear message to the politicians and bureaucrats, technocrats and contractors in the state to behave themselves and not misuse public money.
Who cares if the boss himself was warning all to be careful with how and where they spend money? The mere mention of public money makes many drool in this state. Old habits die hard.
To make it worse, the Prime Minister did not announce any financial package for the state. But given the fact that most of the projects worth Rs 10,000 crore announced by the then PM Dr Manmohan Singh in 2008 are actually yet to take shape, it is understandable that centre is bit reluctant to shower special packages.
Other than Civil Secretariat building, Railway connectivity and bits and pieces progress in Trans Arunachal Highways, Itanagar Water Supply Scheme, most of the 20 points projects are yet to take off in the state.
The Prime Minister did not bother to respond to the 15 point demand placed by the Chief Minister, which included continued support for the special central package.
The days of easy money and lavish spending in the state are gone. But it is rather worrying that centre should be so high handed with poor and unproductive Arunachal. Given the fact that the government will not be able to salvage itself from financial misery nor submit the much touted and needed utilisation certificates, the hard days have just started. But if the centre is pushing for a change in political setup, while depriving the Congress government of any financial assistance, that would be rather unfair.

Govt to name landmarks after departed leaders
ITANAGAR, Feb 24: In a major decision, the State Government has resolved to immortalize the contributions of eminent personalities who served the people in various capacities as Chief Ministers and Ministers in their public life.
Chief Minister Nabam Tuki said in a statement that this would be in recognition of the services rendered by the departed leaders who represented their respective communities and region in the Government and contributed in the development of the state and welfare of the people.
“We feel the need to remember the services of our past leaders and immortalize them in our daily lives,” he said.
As per the decision the upcoming Government Law College at Jotte near Itanagar will be named after Late Jarbom Gamlin, former Chief Minister, while the ITI at Kanubari in Longding district will be named after Late Newlai Tingkhatra, former Minister.
Former Chief Minister Late Dorjee Khandu will have his name immortalized with the Rajbhavan Indoor Badminton Stadium at Itanagar where he used to play regularly, while another former Chief Minister Late Tomo Riba will have his name enshrined forever with the present General Hospital at Naharlagun.
The Outdoor Stadium at Jairampur in Changlang district will be named after former Minister Late Setong Sena and the Outdoor Stadium at Tezu in Lohit district will be named after former Minister Late Sobeng Tayeng.

RKM, Aalo accused of not paying enough
ITANAGAR, Feb 24: The authority of Ramakrishna Mission School, Aalo, has been accused of not paying enough to its permanent teaching and non teaching staff members. The school established in late 1960s is often credited with producing many officers serving in the state and elsewhere.
The 6th Central Pay Commission has been introduced but with pending 39 months of arrears, a source said adding that salary had been frozen since 2010 at 35% of D.A.

Birding expedition at D. Ering Wildlife Sanctuary
Apprehension of possible fodder scarcity and FMD
ITANAGAR, Feb 24: A team of ornithologist from Rajiv Gandhi University was on a weeklong birding expedition to D Ering Wildlife Sanctuary (DWS) to evaluate terrestrial birds and waterfowl species diversity as well as to orient young wildlife biologists.
The team spotted 130 species of terrestrial birds and 23 species of waterfowl. The team expressed concern at grazing of feral cattle inside the sanctuary which can create a fodder scarcity for herbivores as well as transfer of Foot and Mouth Disease (FMD) to wild herbivores in the sanctuary. They fear that entering of cattle infected with FMD virus into sanctuary may lead to wipe out of herbivores population in the sanctuary and in turn to carnivores which prey upon the herbivores. They also mentioned a need to identify and establish corridors for movement of animals as there are human settlements at all sides of the fringe area of the sanctuary.
If proper protection measure is taken up, DWS will become a hub of birding, the team said while adding that for better protection of the flora and fauna, it should be upgraded to a National Park. They further suggested that since it is a river Island sanctuary with unique and diverse ecosystem, it should make its way to the World heritage list. During the expedition, hands on training was given on techniques of wildlife photography, bird identification, and bird and plant density study were done by budding wildlife biologists, informed Dr Daniel Mize, Associate Professor RGU.
DWS was chosen as destination for expedition as it is the only sanctuary in Arunachal Pradesh with diverse ecosystem like savannah grassland, sub tropical and riverine ecosystem having potential for high avian diversity but scientifically less explored sanctuary of the state.
Expedition was led by Dr Daniel Mize and Dr Hiren Gogoi and accompanied by young wildlife biologists of RGU Oyin Lego, Golo Nana, Neria Talom, H.M. Chanja, Nyamnyok Bangyang and Tapak Tamir and Wildlife photographer Bengia Mrinal, Bird Guide Lobsang Tsering.
The team trekked through heart of the DWS and along the bank of Siang and Sibia rivers which flow at Western and Eastern boundary of the sanctuary which Wildlife sanctuary team led by DFO (Wildlife) Tashi Mize, and RFO Orin Perme pointed out that events like birding expedition into the DWS will support their effort to convert the sanctuary into an ecotourism destination in near future.

Meanwhile, the administrative officials and police officers visited the spot and started investigation to unearth the cause of fire mishap. An electric short circuit from a generator line is suspected to be the cause of the fire.

Swine Flu in India
Dear Editor,
Through your esteemed daily, I would like to draw the attention of the health department regarding swine flu disease which has dominated the print and electronic media.
I am concerned that swine flu disease is increasing in India on a very fast rate, especially Rajasthan and Gujarat states. Health department officials have said that the number of people affected by swine flu was 12,963 while deaths caused by the infection was 774 as per figures available till 20, February 2015. Since January out of 4,318 patients who tested positive for the HINI virus, 212 have died. Now the disease is increasing day by day in India and many people have lost their lives because of swine flu so how could one control this disease from spreading. I hope and wish that our health department is well equipped to control and treat it.

This is what our leader announced in every meeting and important function but what is going on at the ground level no one care because Education Department is considered as Non Productive Department.
